Disadvantaged Business Enterprise
The Disadvantaged Business Enterprise Program is a legislatively mandated USDOT program that applies to federal-aid highway dollars expended on federally-assisted contracts issued by USDOT recipients such as State Transportation Agencies. Congress established the DBE program in 1982 to:
- Ensure nondiscrimination in the award and administration of DOT-assisted contracts.
- Help remove barriers to the participation of DBEs in DOT-assisted contracts, and
- Assist the development of firms that can compete successfully in the marketplace outside of the DBE program.
The DBE program ensures that federally assisted contracts for highway, transit and aviation projects are made available for small business concerns owned and controlled by socially and economically disadvantaged individuals.

The LCAI General Contractors Seminar is open to anyone looking to start or currently operating a Louisiana-based construction business.

The course will be offered virtually from February 23 to April 29, with two-hour sessions held on Mondays and Wednesdays from 6:00 to 8:00 p.m. All materials and instruction focus on commercial construction. A $350 registration fee covers the full cost of the course. Registration closes February 20, so don’t miss this opportunity to strengthen your construction expertise and business foundation.
Since 2016, more than 1,700 professionals have completed LCAI seminars. The program is offered through a partnership between Louisiana Economic Development, the Louisiana State Licensing Board for Contractors, and the Louisiana Community and Technical College System.
